Selected as a community managed by the Town of Cicero
Illinois Housing Assistance Fund for Cicero Homeowners
The first round of public recruitment will run from February 19, 2024 to March 25, 2024.
President Dominick acknowledges the hard work of Tom Tomsin, Executive Director of the Town of Cicero Housing Authority, who worked with Grants Administrator Jose Alvarez to apply for and secure the necessary funding for Cicero. There is. Mr. Tomsin has worked closely with CMAP, the Metropolitan Conference of Mayors, and the Illinois Housing Development Authority to complete housing studies for the changing region. This process built relationships and highlighted the challenges that Cicero homeowners face and the strategies we can use to address these challenges.
The Illinois Homeowner Assistance Fund Home Repair Program (HAFHR) allows eligible homeowners to address home maintenance needs that have been delayed and exacerbated by the COVID-19 pandemic. Qualified repairs keep a home habitable and prevent homeowners from being evicted.
The City of Cicero plans to implement this program in stages/rounds. Each phase/round includes open application time to receive applications, process applications, and certify homeowners, properties, and projects. These phases/rounds will be determined based on funding availability and organizational capacity. Waitlists are established to notify waitlist owners directly of upcoming availability.All projects require City of Cicero approval and IHDA.
The City of Cicero has identified several priority project types in which it would like to invest these funds to prevent ownership displacement.
- installation of sewage check valves and bypass pumps to prevent basement flooding;
- Replacing leads in homes with children under 6;
- Replacing roofs, gutters, and soffits;
- handicap accessibility projects (chairlifts, walk-in showers, etc.);
- serious life and health safety violations, and
- Code upgrade
Owners can request other types of work, but to be approved, the work must maintain the habitability of the home and prevent the homeowner from being evicted. Not all work requests will be approved.
Please note that funding and organizational capacity are limited. Funding for the program is limited, so not all eligible households will receive funds.

Loan program overview
- Up to $60,000 in remedial renovation grants. It increases the livability of the house and prevents homeowners from moving.
- No payments, no interest,
- Assistance for home improvement projects is forgiven monthly for three years (1/36 day per month) until completely forgiven after three years.
- The homeowner must maintain the home as their primary residence throughout the term.
- If the home is sold before the end of the affordability period, the unforgivable balance will be paid out of the net proceeds.
- If the homeowner moves out and rents out the property, the unforgiven amount will be paid to IHDA. Since there are no sales, there is no net profit. Therefore, the entire unforgivable amount will be paid.
- A promissory note and collection agreement must be executed by the homeowner before construction begins.
- Cash-out refinances are not available during the three-year affordability period.
Eligible homeowners
- Recognizing financial hardship related to the COVID-19 pandemic after January 21, 2020
- Income < 150% of AMI
- owns and occupies real estate
- Currently paying a mortgage or not paying a mortgage
- Homeowners receiving HAF housing assistance are eligible to apply.
Target property
- Single-family home owner-occupied (all owners must reside on the property);
- Apartment complexes with 2 to 4 units where the owner lives in one unit (applies to common areas and owner-occupied homes only);
- condominium or corporate unit
- All home improvement projects mentioned above need to be completed and have been postponed.
- All of the above must be covered by up-to-date liability insurance.
- All of the above will not be assessed beyond the limits set by Cook County.
Ineligible property
- Property with reverse mortgage
- investment property
- Properties with home equity lines of credit
- Ownership by trust or deed
- Properties primarily used for business purposes (more than 50% of the floor area is for business purposes)
- Properties that are delinquent on property taxes or have other liens or judgments.
- Conflicts of interest between grant recipients and homeowners
(Town of Cicero employees are not eligible for this program)
