The Enforcement Directorate (ED) on Monday said Louise Khurshid, wife of senior Congress leader and former federal minister Salman Khurshid, and two others had used 7,150 central government funds meant for persons with disabilities for personal benefit through trusts. He claimed to have “laundered” Rs. Louise, a 69-year-old former Congress MLA from Kaimganj in Farkabad district of Uttar Pradesh, is once again in the spotlight.
In parliamentary circles, Louise is primarily known for supporting her husband’s party and public activities, but she also engages in community service work in and around Farkabad.
Louise is also known as an outspoken leader. She was recently in the news after a video of her meeting in Qaimganj went viral. There, she was allegedly heard telling Congress workers to confront Khurshid and other party leaders who were “pretending not to know” her.
of ED has provisionally seized 15 agricultural plots in Farkabad. Certain bank deposits of Dr Zakir Hussain Memorial Trust (total amounting to Rs 45.92 million) under the provisions of Prevention of Money Laundering Act (PMLA).
After investigation, the ED found that “the subsidy of Rs 71.5 million received by the trust was not utilized to organize any camps sanctioned by the Government of India and instead, the trust principal late Pratyush Shukla and the trust secretary Mohammad・It has been determined that the funds were laundered by Mr. Attar.” , and project director Louise Khurshid, for trust and personal gain. ” The funds, which were received as grants in 2009-2010, were thus allegedly laundered for personal gain, which the ED termed as “proceeds of crime”.
The case stems from 17 FIRs filed by the Uttar Pradesh Police’s Economic Offenses Wing (EOW) in 2017. In 2012, a “sting operation” conducted by a television station revealed that she had set up a trust, the Dr. Zakir Hussain Memorial Trust (named after Dr. Zakir Hussain). It is said that Khurshid’s grandfather, India’s third president, is accused of embezzling government grants meant to distribute prosthetic limbs and wheelchairs to the disabled. The television station claimed that the NGO forged the signatures of government officials to prove that the funds were used for the intended purpose.
On February 7 this year, an MP-MLA court in Bareilly had issued arrest warrants against her and another accused.
Louise was first elected to Parliament from Kaimganj seat in 2002. However, after failing to regain his seat in 2007, he contested from Farkabad Assembly constituency in the 2012 and 2022 polls and lost both times. She did not run in the 2017 election.
In the 2007 polls, Louise lost from Kaimganj to BSP’s Kuldeep Singh Gangwar by about 6,500 votes.
During the 2012 voting campaign, the Election Commission questioned the Bharatiya Janata Party’s response to Khurshid’s alleged promise to give 9% subsidy quota to backward Muslims at a rally held in support of Louise. Based on the complaint, Louise was given a show cause notice. She finished fifth in the election, securing only 22,923 votes in the Farkabad seat won by her independent.
When Louise ran again from Farkabad in the 2022 polls, she received only 2,029 votes.
