Ocmarque, Okulbu. – The Muscogee (Creek) National Council held its monthly Business, Finance and Judiciary Committee meeting on March 21 in Moundville.
Once a bill is passed, it must be approved by the entire House during a regular session.
The committee addressed the following legislation, the interpretation of which can be attributed to the wording of the bill.
TR 24-002 Muscogee (Creek) Nation Tribal Resolution Authorizing the Chief to Enter into a Legal Services Agreement Between the Muscogee (Creek) Nation Tax Commission and Pipestem Law, PC Rep. Sandra・Golden sponsored this bill, which passed unanimously. 3-0, postponed until the next BFJ committee meeting.
If passed and adopted by the full Congress, the bill would secure legal services for the MCN Tax Committee, including litigation, tax law, enforcement of applicable tax laws, and advice on tax strategy. This bill had been deferred from a previous BFJ committee meeting.
TR 24-037 Muscogee (Creek) Nation Tribal Resolution. Authorizes Chiefs to enter into updated self-government agreements and multi-year funding agreements between the Muscogee (Creek) Nation and the Secretary of the Interior. Representative Daude Barnett sponsored the bill, which passed unanimously on a 3-0 vote.
According to the bill, the purpose of the agreement is to enable States to redesign programs, services, functions, and activities and reallocate funds for these purposes. The overall goal is to provide long-term financial stability for the government.
TR 24-038 Muscogee (Creek) Nation Tribal Resolution. Confirm the appointment of Tim Good Voice as a member of the Muskogee Loan Fund Board of Directors. Congressman Nelson Harjo Sr. sponsored the bill, which passed unanimously on a 3-0 vote.
If Good Voice’s nomination is approved by the full council, his term will begin on May 22 and expire on May 22, 2027.
NCA 24-026 Muscogee (Creek) Nation Laws. A revolving fund utilizing the Muskogee Loan Fund to fund financial relief for the Muscogee (Creek) Nation. Rep. Harjo introduced the bill, which passed by a narrow 2-1 vote.
LATCF provided $3 million to the public in fiscal years 2022 and 2023. Funds totaling $10 million will be used this year to continue the standard operations of the Muskok Loan Fund.
NCA 24-027 Laws of the Musogie (Creek) Nation. Amends MCNCA Title 37, § 2-229, “Muskoke Loan Fund Revolving Fund Account and Loss Reserve Account” to create a new business revolving fund account. Representative Harjo proposed the bill, which was passed unanimously by a vote of 3-0.
This bill would codify the Muskoka Loan Fund’s official business revolving fund account under the direction of the Department and the Comptroller’s Office.

NCA 24-022 An act of the Muscogee (Creek) Nation authorizing contributions to KH Heavenly Corporation. Congressman Mark Randolph sponsored the bill, which was approved at $2,000.
NCA 24-023 Muscogee (Creek) Nation Laws. Amends MCNCA Title 5, Chapter 2, “Financial Aid” and amends MCNCA Title 37, Chapter 2, “Budgets and Finances.” Congressman Randolph introduced this bill. Representative Robin Whitecloud co-sponsored the bill, which was approved at a cost of $88,000.
NCA 24-024 An Act of the Muscogee (Creek) Nation authorizing additional expenditures in the fiscal year 2024 budget for the Muscogee (Creek) Nation’s Head Start Program. Representative Joyce C. Deere sponsored the bill, which was approved at a cost of $25,603.
