BUCKS — At the request of Cass County Economic Development Corporation Executive Director Mike Paulus, Cass County Board members have agreed to add an additional $500,000 to the county’s revolving loan fund for community real estate development. .
The increase, requested and approved March 19, brings the amount the county has allocated to the fund to $1 million.
This request was made because two projects may require funding in the future. Board Chairman Neil Gerswik expressed concern about where the county should draw the line on funding these types of projects. He said he believes it’s a good idea to invest money to support local businesses, but doesn’t want to put taxpayers’ money at too much risk.
Paulus said when he took the job, the Economic Development Corporation’s revolving program had a balance of $300,000 and now has a balance of $1.6 million. He said $1 million is a reasonable amount for the county to put into the revolving fund, as the first $500,000 will be applied for immediately and the next $500,000 will support three more projects. He said he felt that way. Commissioner Jeff Peterson said he didn’t feel it was a good idea to continue pursuing this and said the county should focus on things like ordinances and roads and leave the financing to the banks.
After much discussion, a roll call vote was taken, with Commissioners Scott Brands, Rick Harland, and Gorswick voting yes, Commissioner Peterson voting no, and Commissioner Robert Kangas absent. approved a $500,000 increase.
Cass County Health and Human Services Director Brian Bouman presented before the board an application for a $45,000 grant from the Hackensack Game Changers Resilient Housing Team. The grant comes from his Workforce Affordable Housing fund, where Cass County received his $112,343 grant from the state of Minnesota. Bouman recommended that he allocate $45,000 and pay it to the City of Hackensack.
Gary Dietrich, a member of the Resilient Housing team, shared information with the board that this would help the county match up 2-1 to apply for Minnesota Housing Grants. Some concerns were expressed regarding the project and its impact on local rental homeowners. Chuck Trosen, one of the rental owners, was also present and said he currently has vacancies at the fourplex and is interested in building a 30-unit apartment building. The motion was also approved on a roll call vote, with Brands, Haaland and Goalswik voting in favor and Peterson voting against.
