Rachel Matthews, currently the city of Topeka’s acting chief financial officer, will become the city of Lawrence’s new finance director.
The city announced Matthews’ hiring in a news release Tuesday afternoon. Her position will be effective Monday, April 15th.

Matthews earned a bachelor’s degree in business and accounting from Kansas Wesleyan University and an MBA from Washburn University, according to the release. She is a certified management accountant and began her public finance career as an accountant in Topeka in 2015, according to the release. She is currently studying to earn her Treasurer Certification from the Institute of Government Finance Officers.
“As I enter this chapter of my career, I am very much looking forward to growing and learning with the City of Lawrence,” Matthews said in the release. “This position is about more than numbers. This is a commitment to serving this vibrant community and contributing to the financial health of our organization.”
Matthews is an active member of Women in Public Finance, according to the release.
Mr. Matthews assumes the position following the resignation of Jeremy Wilmoth, who held the CFO position at Mid-Continent Public Library headquartered in Independence, Missouri from November 2018 and served as Finance Director until August 2023. Take up a position. Alley Porter served as interim director.
City Manager Craig Owens said in a release that the City is excited to add another dynamic talent to the team.
“Rachel has a strong background in finance and shares our organization’s commitment to sound financial management,” Owens said in the release. “We are fortunate to have a leader of her caliber join our team.”
