The City of Torrance recently added a new Deputy City Manager
Ian Daly, a veteran employee who previously served as assistant city finance director, was promoted last month. City Manager Aram Chaparian appointed Daley to the job.
A recent city press release states that Daley’s “forward thinking, agility and fiscal management have been recognized for his promotion to Deputy City Manager.”
The city declined to release his specific salary. However, as of April, deputy city manager salaries range from $14,306 to $19,742, according to information on the city’s website.
In his new position, Daley will work on Torrance’s strategic planning efforts, provide labor relations support, promote a data-driven approach to economic growth, and handle legislative matters, according to a city press release. , administer development incentive programs and oversee land management. And he also addresses other important priorities.
Mr. Daley, who holds a bachelor’s degree in business economics from the University of Massachusetts Amherst and a master’s degree in public administration from California State University, Long Beach, first joined Torrance in December 2009 as a member of the Department of Transportation. I worked as a staff assistant.
He retired in May 2013. Daley returned to Massachusetts to serve as assistant superintendent for finance and administration in the Lexington Public School District.
Daley, whose MPA includes a certification in public sector financial management, returned to Torrance in August 2018 and eventually rose to the position of assistant treasurer.
While in that role, Mr. Daley oversaw day-to-day operations across multiple areas of the finance department, including budgeting, accounting, accounts payable, business licensing, and payroll.
He also spearheaded the rollout of a new budget and payroll system and helped rebuild the city’s reserves to levels not seen in more than a decade.
Daly’s promotion was effective Dec. 15.
