ROCHESTER, N.Y. (WROC) – The city has released the findings of a year-long report that looked at ways to improve Rochester’s EMS services.
This comes at a time when questions are being raised about the future of AMR, staffing levels and response times.
The report commissioned in 2021 included a list of recommendations and investments from Fitch Solutions, including seven alternative EMS models for the city to consider.
The report also evaluates the city’s EMS system using historical data from 2017 to 2021 and provides the city with an assessment of its current EMS system.
Mayor Malik Evans said, “We have already begun to identify ways to add to and best utilize our current resources to improve emergency medical services to our city’s residents.”
City leadership intends to consider and follow several recommendations from the report.
“While some of these investments may take years to realize and require significant budgets, we are committed to doing everything we can to ensure that Rochester residents receive the highest quality emergency care possible. “We are committed to doing the same,” Mayor Evans said.
Among the highlights of Fitch’s assessment are how to change AMR response time standards and give fire departments a greater role in initiating basic and/or advanced life support in some incidents, including patient evacuation. Infliction was mentioned.

The city continues to negotiate a new contract with AMR. The current agreement expires in November and includes a renewal option that would keep the relationship going until 2026.
