The European Union will continue funding the United Nations Relief and Works Agency for Palestinian refugees despite the involvement of some of its staff in the October 7 massacre and kidnapping of Israelis.
In a press release on the issue, the European Commission said it would “proceed with the disbursement of €50 million as the first part of the €82 million earmarked for UNRWA in 2024.”
The EU initially withheld the payment, but reversed course on Friday, a day after crowds descended on two aid trucks in the Gaza Strip. The chaotic situation, involving stampede and live fire, led to the deaths of more than 100 Palestinians and highlighted the importance of resolving the problems facing aid organizations in the enclave.
UNRWA was the main aid provider, but given Israeli accusations that some of its staff were involved with Hamas and that at least 12 of its staff took part in the October 7 attacks, many Western countries stopped funding.
EU claims UNRWA guarantees to address terrorism allegations
The European Commission said on Friday that it had consulted with UNRWA about the terrorism allegations and was satisfied that UNRWA was taking steps to address the issue.
“Following our interactions with the Commission, UNRWA has provided assurances that tests will be carried out to determine whether personnel have taken part in attacks and that further controls will be put in place to reduce such risks in the future.” We have also shown that we are prepared to do so.”

On this basis, the European Commission decided to proceed with payments to UNRWA in 2024. It also agreed to allocate an additional 68 million euros to organizations such as the Red Cross and Red Crescent.
European Commission President Ursula von der Leyen said: “We stand with the Palestinian people in Gaza and other parts of the region. Innocent Palestinians should not have to pay for the crimes of the terrorist organization Hamas. They face dire conditions that put their lives at risk because they do not have access to enough food and other basic needs. That is why we are increasing our support with an additional €68 million this year.”
