Panola County’s Rock Hill Water Supply Facility was among the 2024 recipients of the Texas Department of Agriculture’s Community Development Block Grant Program, which aims to address infrastructure needs in rural areas.
Panola County was included among several other East Texas regions in the announcement after a kickoff event hosted by the East Texas Council of Governments (ETCOG). This event brought together community leaders, stakeholders, and partners to initiate changes to the Texas Community Development Block Grant (TxCDBG) program.

As part of the program, Panola County will request $500,000 from Rock Hill Water Authority’s general fund with a matching commitment of $10,000 to provide Rock Hill Water Authority (WSC) with a simple grant to install new wells and water mains. Other areas in East Texas included as recipients of the 2024 grant included Fruitvale, Gilmer, Kilgore, Palestine, New London and Winona. Funding from the U.S. Department of Housing and Urban Development will be provided to states that distribute grants to rural, small cities with populations of less than 50,000 and non-metropolitan counties with populations of less than 200,000.
The Texas Department of Agriculture describes the purpose of the TxCDBG program as developing viable communities by providing adequate housing, decent living conditions, and expanding economic opportunity. Countries must ensure that each funded project provides benefits to low- and moderate-income people, helps prevent or eliminate slums and epidemics, and addresses needs that pose an immediate threat to public health and safety.
