MADRAS, Ore. (KTVZ) — Since 2019, the City of Madras has improved local housing by updating planning and development regulations, streamlining the permitting process, reducing SDCs, and creating new revenue streams to reduce housing costs. We have been working hard to address the issue.
The city has approved 330 new housing units since 2020. However, only 47% of these new homes are considered workforce housing (120% AMI) or affordable (60% AMI) housing. Despite the city’s great efforts, there is not enough housing for people below 120% of the area median income.
High interest rates and infrastructure costs remain major barriers to building workforce housing. State Rep. Lucetta Elmer (D), D-McMinnville, is directing funding to cities to build the infrastructure needed for workforce housing developments to reduce construction costs and enable the construction of needed housing. The bill requires 30 percent of the housing units in each development to be rented or sold at affordable prices for 10 years.
On Tuesday, Madras Regional Development Commissioner Nicholas testified along with Rep. Elmer and the Oregon Home Builders Association in support of the bill.I
If passed by the Legislature as drafted, the city would receive $3.9 million in grants for four housing developments in Madras City and would be required for workforce housing within 24 months of state grant funding being approved. infrastructure will be constructed.
