Regulations regarding Turkiye’s newly established fund, which aims to support stable family structures, protect young people from social risks, and support their development and engagement, were published in the country’s Official Gazette on Sunday. .
The decision on the regulation of the “Family and Youth Fund” was published as Decision No. 2. 8166, signed by President Recep Tayyip Erdoğan.
The regulation presupposes the main framework for the fund to be established under the Ministry of Finance, along with details of financial regulation and supervision.
The Fund will be overseen by a Board of Directors, which will consist of five members and will be chaired by the Deputy Minister of Finance. Other members include deputy ministers of the Ministry of Family and Social Services, Ministry of Youth and Sports, Ministry of Energy and Natural Resources, and Ministry of Industry and Technology.
Approximately 20% of the state contribution collected under the Turkish Petroleum Law will be transferred to the Fund, along with 20% of the revenues collected within the scope of the Mining Law. Up to 10% of the income from the fund established by the President’s decision and established by law or government ordinance will also be transferred to the fund, and the fund will also include repayment within the scope of the envisaged project. All types of funds will also be included. Cash donations, aid, and subsidies from within and outside the country.
Meanwhile, financial data on funding sources and transfers will be made available to the public every six months.
Earlier, Minister of Family and Social Welfare Mahinur Ozdemir Göktaş announced that applications to the Family and Youth Fund would open from February 15, and that the earthquake-hit area would become a pilot site for the project. emphasized.
Göktaş pointed out that the initiative will initially target disaster-affected areas, and participants will be required to participate in pre- and post-wedding training and consulting services provided by the ministry to qualify.
During his visit to Doha, the minister met with Turkish soldiers at a recent forum to discuss regional stability, security and Turkiye-Qatari relations. She emphasized the importance of empowering young people, especially in the context of marriage and family planning.
“We decided on earthquake areas as pilot areas for the Family and Youth Fund, which was established in line with the President’s vision. We specifically relaxed conditions in earthquake areas and continued to change the conditions. We aimed to support both the marriage “dreams of our youth and various projects,” Göktaş said.
The minister said the aim is to provide interest-free loans of TL 150,000 ($4,890) with a two-year grace period and a four-year repayment plan to young people starting families.
“With this support, our young people will also be able to carry out their own projects. In the future, we want to expand this program across Turkiye and reach all young people,” she said. said.
“We will carry out the process according to the resources accumulated in the fund,” she added.
Göktas provided information that applications will be made through the ministry’s website “aile.gov.tr” and said that all other regulations regarding the fund will be shared soon.
To promote sustainable family structures, the ministry had previously introduced several programs such as family education programs, premarital education programs, and family counseling services. These initiatives aim to strengthen family bonds and ensure a prosperous future for Turkiye youth by promoting open dialogue and providing the necessary resources.
