ROANOKE ISLAND — The nonprofit Outer Banks Community Foundation announced Friday the creation of a scholarship fund for students attending college on Ocracoke Island. This scholarship fund is named in honor of a physician, his wife, and his family’s love for the community.
The foundation said the Dr. Frederick B. Jr. and Ernestine H. Westervelt Scholarship Fund is “a tribute to the Westervelt family’s enduring ties to the Ocracoke community.”
Dr. Westervelt, his wife Ernestine “Ernie” who passed away in 2023, and their children have established a scholarship fund as a testament to his legacy of promoting education and community support for future generations. chose to establish.
“We wanted to do something that was worthwhile and contributed to the community because we loved living there,” Ernie Westervelt said in a statement.

Dr. Westervelt’s career included 30 years in the field of nephrology at the University of Virginia. The foundation said his role in establishing an early dialysis program and subsequent commitment to community health care exemplified his life dedicated to service. After leaving UVA, he opened his own dialysis clinic, where he served as director for another 10 years until moving to Outer Banks.
For more than 60 years, the Westervelds have found solace and joy on the island, making it their permanent home in 2005.
“Fred, described by his family as a kind and ethical man who chose his words carefully, was deeply grateful to the remote island for the respite from the chaos of daily life,” the foundation said.
Administered by the Outer Banks Community Foundation, this scholarship provides renewable support to eligible Ocracoke students pursuing higher education.
“The Outer Banks Community Foundation would like to express our sincere gratitude to the Westervelt family for their generous contributions,” said Community Foundation Board Chair Jean-Louise Dixon. “This important new philanthropic fund embodies the spirit of philanthropy that strengthens and uplifts the Ocracoke community.”
